[comp.sys.dec] preventing single user booting dec3100

Is there anyway (short of putting in new roms) to prevent a user from rebooting
  a dec 3100 workstation single user and thus becoming root?

I have a handful of dec3100's who's file systems and boot partitions are on
  a dec 5100 file server.  It kinda bothers me that with 2 minutes worth of
  work I can have root on any of these machines.  

Setting /etc/ttys to insecure is not a solution because the machines can still be
   booted single user.  Not exporting root won't do the trick since you can
   su to anyone as root.
