[comp.sys.dec] Writing TAR Files under RSX-11

Does any one know of a utility or of ways to convert data in BRU format
(on a PDP 11) into tar format? 

What is sought is a program capable of writing tar files under RSX-11, 
although the VMS source code for such a program may meet the need.  
Note: I've recently learned of VMSTAR.
      I am not sure if it will do for this situation (writing tar 
      files under RSX-11 M+).

Also, where can descriptions or specifications of these formats (especially
BRU) be found?
