Kevin,

You are too far away to help directly but I probably can help in a small way.
RT-11 would be the best choice for an 11/03 based system.  You need 16Kb min
with one serial line for a console.

If you look in the back of the CPU cabinet, you should be able to read the 
module numbers on the handles.  DEC numbers are typically M followed by 4
digits.  I can identify most DEC modules for you.
