(Local time implies local to an exact locality - the time is different 10 miles away.) Most operating systems run on whatever time you tell them! In any case, why would I care what timestamp a program comes out of a zoo somebody else produced? I can't see any use. I'm happ so long as the one I make come out in the correct order.
