[comp.sources.bugs] Elm Patch 13 and some systems

Some systems don't define errno in <errno.h>, for those, an
extern int errno;
needs to be added to src/elm.c to get it to compile.  I will add
that line to patch 14 when it comes out, for those that need it
now, just add the line.
