This is x.400 ;-) 

x.400 is a Message handling System, which is an own Standard. All other
Mail-Formats can be converted to x.400 . Here in Germany we have a field
test, sponsored by the Deutsche Bundespost. Thus all mail going via x.400
(as this one) is free.
