Now there's a new "whois" database.  It includes (among other
things) the information in NETWORK-CONTACTS.TXT.1 from nic.ddn.mil.
That includes all of the assigned network numbers as of about
a week ago.  Access the database remotely with

	whois -h iramu1.ira.uka.de <key>

or interactively as

	telnet iramu1.ira.uka.de [129.13.10.92] login: whois

Instead of "whois -h iramu1.ira.uka.de" you could also say
"telnet 129.13.10.92 43", this command connects you to the
whois port.  Doing it this way only lets you make one query.
(Only interesting for sites without name servers or corresponding
entries in /etc/hosts file.)
