The enclosed time zone abbreviation list update has been made possible with

I welcome corrections and additions.  I would like to hear from any
New Zealander who can clear up my confusion about NZDT -- is it GMT+1300
or GMT-1100?  Is GMT+1300 even a legal offset?  How does GMT+1300 affect
date calculation?

I also am uncertain about HST and HDT.  One source says they are whole-hour
zones; another, half-hour.  Since the center of Hawaii is about 157 degrees
West, I think that they are half-hour zones.  However, a historical note I
have found says the half-hour zones were abandoned in 1947.
