[news.groups] Announcing comp.binaries.ibm.pc

With the blessing of at least part of the backbone, I have created the
newsgroup comp.binaries.ibm.pc for MS-DOS and IBM-PC binaries.  I will
be moderating it for now, but I'm open to suggestions as to other possible
moderators.

Rules of the game, designed to make things easier on all of us:

(1) Binaries only; sources I will place in comp.sources.misc.
(2) Please use uuencode and one of: ARC 5.12, ARC 5.20, or PKARC 3.5.  I'm
    not equipped to handle ZOO, SQ/USQ, etc., and not everyone has them or
    "btoa".  (You don't have to use both; if you don't simply uuencode a COM
    or EXE file, you should use ARC or PKARC to insure compatibility with
    the rest of the world.  PKARC/PKXARC 3.5 and ARC 5.20 are available
    from the comp.sources.misc archives.)
(3) I will endeavor to test programs.  Be aware that I don't have an EGA,
    so fancy graphics programs may not get the testing they deserve.
(4) I'm not sure there's a reason to limit this to MS-DOS.  Any interest in
    CP/M-86 or Concurrent CP/M?

This newsgroup (a) allows people to find PC programs without having to search
sources newsgroups for them and (b) avoids the flames that come rolling in
whenever anyone posts a uuencoded binary to a source group.  With any luck,
we'll all benefit from the arrangement.

I will arrange to get the necessary aliases installed on the backbone sites,
so that cooperating news systems (B 2.11) can "post" submissions to me.
