[news.groups] binaries on the net

WRONG!  if the net community wants to drop all of the binary groups and
all of the ibm-pc groups, then that is what the community wants and it
would be unreasonable NOT to drop those groups.

if binaries are killing the net, which some people might argue they are,
then removing them would be just plain necessary.
