First, an explanation (no flames, please!)

	The current USENET guidelines say that when calling for the creation
of a new group, first there is to be a two week discussion, then a 30 day
voting period.  I posted a call for votes in March, then (realizing my
mistake) sent out a call for discussion on April 2.  The call for votes
generated a large number of votes ( I won't say how many, in order to 
not influence the voting at this time, nor in which direction the
voting has gone).  But suffice it to say that if no further votes were cast,
the numbers are _already_ sufficient to (pursuant to USENET rules) firmly
decide the issue.  The discussion period _is_ over, per the guidelines,
and (normally) the 30 day voting period should begin.  But the voting 
actually began two weeks ago, and has been decisive, and therefore it
seems to me that the "except under special circumstances" caveat to the
normal rules takes precedence here.  


	THEREFORE- I post this as a 2nd notice of voting on the subject
of the creation of a new group: comp.mail.mush as an unmoderated newsgroup,
for the purpose of discussion of problems, features, suggestions, etc.
related to the Mail User's SHell (mush), which is released through the
comp.sources.unix group.  There has been a mailing list distribution for
this purpose for over a year, as well as several sub-lists, which are
currently distributed world-wide.  The motivation for the creation of this
grouping is that the problems associated with the administration of a
mailing list serving several hundred people are making it difficult to
provide the desired communications.

	To summarize the discussion which took place, several people
objected on the grounds that an additional group was undesirable, and
suggested taking over comp.mail.misc.  Others felt that this was not
correct in view of comp.mail.elm being a specific group for dealing
with the same type of issues for a different UA, and the use of a 'misc'
grouping would not be specific enough to mush.  A large number of postings
simply said YES, and a few questioned the selection of the name, but were
generally in agreement on the need for the group.

	PLEASE VOTE!  If you take an interest in this issue, and you
have not ALREADY voted, then send a definitive YES or NO vote via
email to:

	PLEASE DO NOT POST VOTES!  Current guidelines prohibit my including
ANY vote submitted this way in the final tally, and it wastes bandwidth.
If you feel inclined to flame me, please do so via mail.  I again apologize
for getting this off on the wrong foot, and reiterate that I believe that
the current group creation guidelines make this two-week voting period
the correct action in view of special circumstances.
