[news.groups] Must a CALL FOR VOTES be posted in news.groups?

I have recently seen a 'CALL FOR VOTES' for misc.headlines.unitex posted
in news.misc.

This call for votes was posted in misc.headlines, talk.politics.misc,
soc.culture.china, and news.misc.

Doesn't "group creation procedure" require that such calls for votes, etc.,
be posted to news.groups? 

(I just wanted to be sure that I don't have to read every single newsgroup
on the net to be sure that I don't miss a call for votes of something I
may be interested.)

Note:  I am not trying to oppose the creation of misc.headlines.unitex
       by screaming "not proper procedure" -- I just want to see the call
       for votes posted to news.groups!
