[news.groups] news.announce.newgroups: what happens now?

  It will be a couple of weeks before ANYTHING happens, because Spaf is on
vacation and seeing as how this is a moderated group it requires Spaf to
have his list of sites that maintain the moderated group aliases add one
for this group (he should return Aug. 5)
  Here is what is SUPPOSED to happen after that time (the newsgroup
creation guidelines will be changed to reflect this): ALL postings
which are calls for discussion, calls for votes, or vote results should
go to the new moderated group. I will cross-post to indicated groups
for people, provided the number of groups cross-posted to isn't
ridiculous and the groups selected for cross-posting are reasonable
(for example, I won't post a proposal for a new "soc" group in
comp.unix.wizards). Partial results (mass acknowledgements) will be
accepted provided there isn't more than one or two of them per
newsgroup vote and provided that it is only a list of names/addresses
with no indication of which way anybody voted. All articles will have a
followup-to header of news.groups, so that NO discussions will take
place in the moderated group. The intent is that it will be sufficient
to read only the moderated group to keep up to date on what newsgroup
proposals are currently before the net and what their status is. The
volume will be kept low enough so that everyone should be able to read
this group. The discussions and flame wars over newsgroup proposals
will continue to happen in news.groups as before.
  It is going to take a while for everyone to get used to the change.
What I plan to do is to, for the first month or two, take appropriate
postings that go to news.groups and repost them in the moderated group
(if the authors give permission for me to do so).  After that hopefully people 
will only honor calls that appear in the moderated group (if this doesn't 
happen, then the moderated group cannot succeed in its intended purpose).
  The newsgroup creation guidelines will be modified to reflect this, and
the modified guidelines will become the first posting to the new group. 
  There will be a short announcement of this change posted to 
news.announce.important (provided the moderator of that group accepts it)
once the new group becomes official.

Please place an expiration on articles in this group such that the
proposals hang around during the entire discussion and voting period
rather than disappearing just 2 weeks later.  This allows one to easily
find the address for the vote takers late in the process.
