[news.groups] Moderators require reliable newsfeeds and mail

Since this is really a news administration problem now (as I consider
the disputes about the misc.headlines.unitex vote essentially settled,
despite a few persistent complainers), I'm posting this to news.admin
as well.

Yes, shit happens, but let's not make one machine's problems into
problems for the whole net.

Patt, the people accusing you of fraud are obviously full of it, but
just the same there will be major problems with m.h.unitex if the same
mechanism is used to accept submissions as you used to accept votes.
Your machine is simply too flaky to run a moderated group from.  It's
unacceptable to drop huge volumes of mail into black holes and to lose
your newsfeed for a week or more at a time if you want to moderate a
group.

We've solved that problem in the past by getting moderators accounts
on other machines that are better connected.  Are you willing to get
an account on another machine, and is there a news admin in the New
York area willing to provide access to Patt for this purpose?  For
best reliability, the machine in question should be on the Internet,
or at least a well-connected, well-run, domainized UUCP machine.

This is not meant as an insult to those running Big Electric Cat.
It's hard sometimes to keep a public access machine running on a tight
budget.  But moderated groups require more than this kind of mess will
allow.
