[news.groups] Discussion request Re: Blaring Rewards for Information

I was recently asked to post a message to the 'NET for an associate.
The beginning of the text he submitted to me is attached for reference.

I did ask him to shorten his text and tone down his request (you should
have seen his Subject line!), but the question arises as to the propriety
of posting a "reward" for information in this public forum, and if valid,
the newsgroup to which the posting should belong.

Accordingly, I'd like to submit this for comment from the net.elders,
and other parties who deem themselves qualified to comment.
Perhaps even emily.postnews (hi Brad) may render an opinion.	:-)

Anyone wishing to email their comments is encouraged to do so, and if
interest warrants, I will post a summary.  Should you instead choose to
post in order to submit your opinions for general discussion, please edit
your Newsgroups line to direct your followup to news.misc (only).
