Karen Valentino is correct. A three-part ballot is in order.
One part on whether to create a group for a particular topic;
one part to decide the hierarchy; one part to pick a name.
If the first part does not result in 100 more YESes than
NOs (hopefully that requirement will be eased if such a plan
is adopted), then there's no need to tabulate parts 2 and 3.
