[news.groups] comp.specification and the odd behaviour of news.announce.newgroups

I am puzzled about the distribution of news.announce.newgroups.  When I had
the original call for votes posted I got very few replies; I didn't post
this myself, so I don't know exactly how it was done - mailing to the
moderator?  My second call for votes, done by invoking "postnews", got a
flood of replies from all over the globe; it must have got much wider
distribution.  But my final summary of the vote (it passed 267 to 17) didn't
even reach Greg Woods; I posted it by the same method.  Did anyone outside
Scotland see it?

There is some oddity at ukc that occasionally gives bogus error messages
about postings to moderated groups that have in fact succeeded.  It kept
quiet for all these, though.

What's going on?  Is there some link that eats messages to or from this
group?

Did my description of the geographical spread of the vote (posted to
news.groups and other places NOT including news.announce.newgroups) get
through?
