To the second part first: because it's more a hobby than a science.

*However*, to the first part: the nail has been hit upon the head.
A fair, logical solution *can* be reached:

-1- Fully propagate rec.aquaria, so aquaria owners can get
answers to the day-in, day-out questions they have.
-2- Rename sci.aquaria sci.icthyology, and open it to
*all* matters fish-related (pescine?). I'm sure
there are non-aquariumists who could benefit from,
and benefit others on, such a group. After all,
there are more fish outside of aquaria than within,
and plenty of people studying them in their natural
       habitats.
-3- Create rec.fishing, if one doesn't exist, to make sure
postings related to fishing don't get sent to
       sci.icthyology.
   -4- Live happily ever after.

NOTE: Icthyology is the study of fish. It is *not* Latin for
      "a religion I don't like". {|8^)]
