Actually, it's //xds13/usr/lib/newsbin/inject/anne.jones:

defmsgid="<`$NEWSBIN/local/mkid`@`cat /etc/systemid`.$domain>" -

Mkid is a C program, that basically encodes the process ID and date in
something like base-45:

Much nicer than the typical C-news ID, which typically run to something
like <twelfth.may.MLCCCXIII.fred.smith.cs-153@gnome.zurich.math.campus.edu>.
