I have a large model program on my Xenix 2.00 (IBM AT) which gets the message 'foo: too big' when run. Size says the size is 271758 + 57050 + 10030 = 338838 and I have 2.5 Mbytes on the machine. I can allocate up to ~1.8 Mb in long-model test programs and successfully ran a huge model program containing a 400K array, so it's not physical memory limitations.
