Well, RTFM caused this.  The '~' was supposed to get expanded to the path in
the passwd file.  It doesn't get expanded.  So to get the stuff do this:

uucp adaptex!/usr/spool/uucppublic/scsiutil/list /usr/spool/uucppublic/list

To obtain any of the files, replace the word 'list' in the above uucp command
with the name of the file.  This has been tested by two local systems and
works.  Do not use wildcards to get the files.
