[comp.unix.xenix] Unwanted, unloved /usr/spool/uucp/LCK..tty1a

I am working on a system with a Telebit T1000 assigned to tty1A, and
locked at 9600 baud. The line is used for inbound and outbound connects.

It looks as if the getty is spawning a lock file for tty1a which prevents
use of the line for outbound calls. The file appears every minute or two
as /usr/spool/uucp/LCK..tty1a, and the process id it contains is always 
the one owned by root that provides tty1A for the system. If I zap it,
another is soon created.

tty1a is disabled in /etc/ttys. 

What's causing this annoying little beastie, and where should I look for
the error in the system?
