If you run out of space on /tmp why not give it its own file- System? You will do more to even up the disk accessing by placing it on for example, a backup drive, than you will by attempting to differentiate between /tmp and /usr/tmp on the basis of file size (and that will only work if you've put root and /usr on different drives).
