Is there a document that describes tar format? If so, what is that document?

Unfortunately there is no longer one tar format. On 4.3 BSD man 5 tar will
give you details of the format. GNU tar documentation gives a detailed
description of the format(s).

If you have a UNIX-like machine, try
man 5 tar
from the shell. Then make a few small tar files and use 'od' to look
at them. If you don't have a UNIX machine, I believe I can dig up
a PD version of tar from someplace. (When my hard drive comes in,
I'll be much better organized with this stuff.... <sigh>).
