[comp.misc] Looking for public access Internet site in UK

A friend of mine is changing jobs and is moving to the United Kingdom and
is wondering if there is such as thing as a public access Internet site
in England similiar to what's on offer in the States.  He is mainly after
electronic mail facilities but wouldn't complain if he got Usenet access
as well.

Anybody know if such a thing exists?
