Nobody does.  It's been cancelled due to lack of interest.  (Seriously,
rmgroups for pubnet went out a couple of weeks back.)

Phil posts the NIXPUB listing here and in alt.bbs.  Also, he maintains
a distribution via mailing list.  You can probably get a copy from
him at nixpub@ls.com.

  Furthermore, you can ask "archie" for a list of anonymous ftp sites
that archive the nixpub posting.  To do this, telnet to
quiche.cs.mcgill.ca, log in as "archie" with no password, and type
"prog nixpub".  You might want to do "set sortby time" before you do
this, so you see the most recently archived versions first.

  If you don't have telnet access, you can mail the command "prog
nixpub" in the body of a message to archie@quiche.cs.mcgill.ca.

  Finally, since the nixpub posting is in the list of periodic
postings in news.announce.newusers, the next time it is posted, my FAQ
archiver will automatically archive it on my workstation.  This will
make it available in /pub/usenet/comp.misc on pit-manager.mit.edu
(18.72.1.58) via anonymous ftp, or from my mail server (send a message
containing "help" to mail-server@pit-manager.mit.edu for more
information).
