I believe that Air Force Magazine [all I can afford right now] printed the article stating that SLC-6 at Vandenberg might be reopened in '92. Actually they said "flights will resume in late 1992." The reason it was closed was that since the shuttle had gained weight over the years with modifications, its useful payload from Vandenberg was not very useful. The new shuttle will be light enough to be useful from there. I cannot remember the exact source off the top of my head, I don't have time to go back and check.
