As a person evaluating the possibility of transporting modern software to the VM/CMS environment, I stronly believe that CMS was in fact written by the persons who foisted CP/M on the world, because, it is essentially an EBCDIC version of CP/M running on a 32-bit machine. This opinion is based on the facilities provided by the CMS "operating system." Even OS/360 had file names longer than what CMS provides, not to mention catalog support.
