The current contractor arrangement exists I am unable to comment for other agencies, or other areas of the country, but locally the NASA salaries surpass the contractors salaries after about 2 years of employment. By about 3 or 4 years, they are being paid more than the contractor employees that have 6 or 7 years experience. Ken Hollis
