Your guess is right -- there's no code in PC/IX that prevents you from running multiuser. I've used one with uucp logging in in the background and performance is adequate. A PC XT is not a great multiuser system though, since the absence of hardware protection means that one user's goof could crash the system for everyone, and since the XT is rather underpowered for time sharing. Besides, running more than one user on a system with a single-user license (other than uucp and its ilk, specifically exempted in the license) would be wrong.
