[comp.databases] employee scheduling using dBASE

I am an amateur dBASE programmer, and have been asked to design a program
that will help with employee scheduling (they'd rather use me than hire
someone who will charge mondo dollars).  Where do I start?  

I have looked at those work manager type programs (eg. timeline), but it
looks like more work than I care to undertake (learning the software).
Any suggestions?

There is a basic hierarchy of positions (ie. 'fill this one first, then
this') so that if one person has off, everyone under them in the hierarchy
sort of shifts around to fill in the gap.  I am in the process of drawing
up the flow scheme.  Anyone have any programs I can look at?  I would like
to use dbaseIII+ since we run most of our other applications under it
(instrument maintenance, roladex, catalog inventory, patient records,
etc...).
