At the last VLDB Conference in Amsterdam the so called Laguna Beach
Report was discussed. This report is referred to as

Future Directions in DBMS research - ICS (eds. E. Neuhold & 
M. Stonebraker) 

I would be grateful, if anyone could give a more complete reference
so that I can order a copy of this report.

Try SIGMOD RECORD Volume 18, No. 2 (Spring? 1989).  I don't have it
at hand, but I am pretty sure it came out in June or July.
