Call Oracle! They maintain a list of Users Groups and can send you in the right direction, I'm sure. In the US, the NY Oracle Users Group also usually knows of most groups around. I'm sure Oracle has a Canadian office near you that might also know. I don't have my list handy right now, but if you don't find what you need, send me email and I'll look it up for you.
