How do I grant permission to run a form, to another user in
   Oracle?

Beverly,

If I understand your question correctly, the answer is:

1) make sure the user can read the form (operating system permissions are
correct and the user knows where the form is stored).
2) provide access to the tables referenced by the form. Note that this means
that the user must own the tables OR:
   a) references to tables must use synonyms or include owner userids as well
      as table names and
   b) the owner(s) of the tables must grant access to the user(s)
