I've been asked to explore database servers and would appreciate it if anyone
could E-Mail me specks on the "low-level" format for an SQL-server. I'm
interested more in the protocol level than the form of the query/answers but
I'm not picky (yet).

You will not be able to get this information, as all the database vendors are using their own proprietary way of doing things.
