[comp.databases] looking for C library access to Foxbase files

I need recommendations for C library code that would
let a Microsoft Windows program access database files.

Someone suggested that there were products that
let you access Foxbase files from C.  That would be
great because we could use Foxbase to maintain the
data, and then access it from C.

The C code must not require any per-copy binary redistribution royalty.
Foxbase is just one idea.  Maybe Omnis, or DBASE, or whatever.

Any suggestions?
Any well-advertised packages that one should avoid?

On this topic, has anyone worked with code-base 4? I have no
first-hand report on this, which I desperately want.
