I find it somewhat difficult to argue that `w' is an accented letter. Consider, however, Q and J: Q is, to all appearances, an O with a small stroke through the bottom. (Admittedly this does not hold for lowercase Q.) J is simply an I with a cedilla; this *does* hold for both upper and lower case, and in fact, the Latin alphabet did without J for years---recall the reigns of Iulius, Caesar. In any case, I think it should be clear by now that `accents' exist on the part of the viewer.
