[comp.std.internat] Looking for timezone boundaries standard

I am trying to find a standard, presumably international, that specifies
where the world's timezone boundaries are.  (Please note: I don't mean
the _mean_ timezone boundaries every 15 degrees, I mean the _actual_
timezone boundaries with all the deviations along political boundaries,
in order to avoid islands, etc.)  I have had no luck at all trying
obvious sources (although I haven't tried ISO, since I haven't been
able to find either an e-mail address or a telephone number for them;
either one would be a help).

Any assistance will be greatly appreciated.  As usual, please reply
by mail, and I will summarise to the net.
