Erik Fair and I were talking about this the other day.
The better papers now go to the Workshops.

He thought one great conference could be made by selecting the best
papers from each of the workshops and repeating them.  Just so long
as the Workshops themselves can stay small.

Peter Honeyman proposed this at the open meeting with the Board at
Baltimore meeting, shortly after several others made the same observation
as Erik.

Hmm, just like calculus...

Sounds like a _very_ good idea to me...

If the author is willing, is there any reason _not_ to present a paper
at the main conference just because it has already been presented at a
workshop?

As others have pointed out, this was discussed at the open meeting
with the board in Baltimore.  There's been no formal decision on it,
but everybody on the board seemed favorable, and I believe we've been
recommending that workshop chairs encourage such submissions and that
conference chairs consider them.  There are no plans at the moment for
a whole conference made up of such papers, but that will be among the
possibilities discussed at the next board meeting (I'll bring it up
if nobody else does).

attended the open board meeting, and heard Peter's suggestion. I've
just been spreading it around a little, by word of mouth...

And Brian Kantor was mouthing something like it at the San Diego
Usenix six months earlier.  Or perhaps he was just repeating Harris's
lament.  (Go read your comp.mail.maps README file :-)

(For those just coming in:  "the idea" is to have the best workshop
papers during the year presented at the Winter conference.)
