Senator Albert Gore (D-TN) has introduced S. 2762, a bill "to establish a National Educational Software Corporation to promote the development of high-quality, interactive, and educationally useful computer software...." The Corporation would be run by a Board of Directors, consisting of The Secretary of Education, the Director of the National Science Foundation, the Director of the Office of Science and Technology Policy, and 12 indivdiduals appointed by the President, with the advice and consent of the Senate. (The non-ex-officio members would include: o 4 teachers (elementary, secondary, post-secondary); o 3 educational administrators; o 3 "experts on the application of computer technology to education;" and o 2 "experts in the venture financing of high technology companies." The principal functions of the Corporation would be: o development of corporation participation criteria for the selection of high-quality, interactive, and educationally useful software; o securing investment capital for projects selected by the Corporation as warranting its assistance to develop such software; o making appriopriate and reasonable investments in projects for the development of such software; o entering into contracts and making grants to assist in the development of such software; and o other activities related to the above.
