[comp.edu] "Title 3" grant info request

At a Library/Automation/Computer meeting I attended recently, one of the 
speakers mentioned a "Title 3" grant. Can anyone enlighten me on what
such a grant may be used for, where to apply, etc? (I was unable to talk to the
speaker who mentioned the grant.)
