[comp.edu] Networking to schools in Germany

A few days ago, I asked about a "Campus 2000" program that is designed
to facilitate the global high school.  We were able to determine that
part of that service was available for about $2,000 to $3,000 per year
from an institution called "BT-TIMENET".  This is a bit above why the
instructor was able to spend.  

So here is the problem in more detail, with the hope that someone
would have some lowcost suggestions.  (Right now, direct long-distance
calls to the partner school cost less than the BT-TIMENET fee.)  

The instructor, at South Burlington High School, South Burlington,
Vermont is trying to establish a better connection to an international
partner school in Hameln (Hamlin, Germany, in its Americanized form).  

Hamlin is located in the State of Lower Saxony, with the nearest
"large" universities being in Hanover and Goettingen.  

Does anyone have experience setting up Bitnet / Internet / (or
Fidonet) links with any of the mentioned cities ?  Any suggestions
about other alternatives ??
