Are there any (preferably public domain) software packages
to run TCP/IP on a VAX running VMS?

Would running TCP/IP on the VMS machine be the best way to
communicate between UNIX machines on the ethernet and VMS
machines?

There are lots of commercial products.

This utterly depends upon your application.  There are also some
DECnet-compatible products out there that run under UNIX.
