The RJ series of specifications were developed by the FCC and should be available from them. Regarding T1, it is more than a throughput definition. A T1 specification is currently being developed by an ANSI committee (the number escapes me at the moment) chaired by the president of Verilink (last name is Buckley, I believe). Data Communications has an article in a recent edition of the status of the standard. Apparently, an error in the FCC drawing led to the switching of the T1 and R1 leads on the connector. Furthermore, Business Communications Review has a tutorial article on T1, focussing on the SF and ESF concepts.
