We had problems with BICC delnis as well. In our case, it would lock itself
in loopback mode even though it was connected correctly (i.e. it was
connected to a tranceiver). We replaced the BICC with a DEC DELNI and all was
well. We reinstalled the BICC standalone for some testing and it tested fine.
We now have it installed somewhere else and it seems to be doing fine so far.
I am still at a loss as to what happened.
