FTP Software of Boston, MA, sells tn3270 in their PC/TCP package for
various cards.  They didn't support Excelan hardware the last time I
checked, but that may have changed.  Their address is

I have used their tn3270 over Ethernet to an IBM 9370 running VM, and
although I haven't tested it extensively, it seems to work well.

If they don't support an Excelan card, they do sell a development kit
that may be helpful to you in combining their Telnet with Excelan's
socket software.

It has. They currently support Excelan.

Probably not. The developer's kit is meant to provide access to the
internal programming interface (and to a Berkelely socket interface in
release 2.0 and later) so that users can write and port their own
TCP-based applications. It's not enough to help bring up a driver for
a new card or to substitute a smart card's TCP for the internal TCP.
