The draft of EIA 41.8 is currently out for ballot.  I don't know of any
papers aside from the draft itself.  You should be able to get a copy
of the draft from the chairman of 41.8:

Someone (I think it was BSI) has proposed a new work item in JTC-1 
SC 25 (previously SC 83) on this subject and submitted a copy of 
41.8 for information.

I think some years ago there was an attempt by IEEE to form a
committee to study the feasibility of a Power Line Bus standard.
Is this related to the EIA standard?? I think I asked about the IEEE
effort once. Does anyone have any info on this ?

EIA 41.8 is not related to a power line bus standard.  It covers wiring for
telecommunications (primarily twisted-pair and fiber, it touches on coax
for baseband and broadband).  It does not cover power wiring.  It defines
a wiring plant to support a number of telecommunications services.  It does
not define the services.
