The draft of EIA 41.8 is currently out for ballot. I don't know of any papers aside from the draft itself. Is this related to the EIA standard?? I think I asked about the IEEE effort once. It covers wiring for telecommunications (primarily twisted-pair and fiber, it touches on coax for baseband and broadband). It does not cover power wiring.
