Is there any coordinated effort to develop a benchmark program for network
interface card performance?  I thought that some time ago some group was
going to attempt to create such a thing, but I may be mistaken.

Typically performance comparisons consist of side-by-side testing of
hardware in a given networking environment, thus overall performance
is controlled as much (if not more) by the accompanying driver/software
architecture as the underlying hardware. 

If anybody has any thoughts regarding this subject, or knows of an effort
being pursued along these lines, send me email or post to the net.

There is an effort to develop benchmarks, not only for
NICs, but also for other aspects of a LAN.  The group is called
Performance Testing Alliance, and has members from manufacturers,
as well as the trade press.  Initial meetings were held at the
last Interop in San Jose, and Networld in Boston.  The first
results from this cooperative effort are supposed to appear by
