Are there any public domain/shareware ethernet monitor
programs for PC's/workstations?  We are looking for some
way to determine ethernet utilization, along with some
way to tell who's using the cable.

There is an Ethernet monitor called "The Beholder", running on PCs.
You can fetch it via anon. ftp from dutepp0.et.tudelft.nl
