You're probably running all 25 pins from the terminal to the modem.  The 
adm3a and the modem are conspiring to do something interesting on one of the
secondary RS232 signal lines. At work, we fix this problem by just running the
necessary RS232 signal lines for correct modem<->terminal operation. In our
case, we just run pins 1,2,3,7, and 20 through.

If you're really curious what line is causing problems and/or you're not sure
if you need more of the signal lines for your application, plug in a breakout
box and selectively disconnect the signal lines.

We cut pin 22 to fix the problem.  ^G does bad things depending on
pin 22 (ring indicator).
